offering Having a reward felt it for my duty to apprehension issue my proclamiction of murderers in the Coushatta outrage, and to the end that law-abiding citizens of the State may fully comprehend the magnitude of the -crime committed, and be induced to render more active assistance to the officers of the law, I deem it proper to make the following statement, These facts are gathered from reliable information received at the Executive Department or about the 28th day of August, 1874, a body of persons belonging to a semi-military organization known as the "White League of Louisiana" assembled in the town of Coushatta, parish of Red River, in this State, for the purpose of compelling by force of arms the State officers of that parish to resign their positions. These officers were men of good character, most of them largely interested in planting and mercantile pursuits. They held their positions with the full consent of an admittedly large majority of the legal voters of the parish, this being n. heavily Republican parish, as admitted by their fusion Returning Board. The only known objection to them was that they were of Republican principles.
Frank Egerton, the duly qualified sheriff of the parish, in strict compliance with the laws of the State and the United States, summoned a posse comitatus of citizens, white and coloured, to assist him in protecting the parish officers in the exercise of their undoubted rights aud duties from the threatened unlawful violence of the White League. His posse, consisting of sixty-five men, were overpowered by a superior force assembled from the adjacent parishes, and finally, after several coloured and white men had been killed, surrendered themselves prisoners, with the explicit guarantee that their lives would be spared if the more prominent Republicans would agree to leave the parish, and those holding office would resign their positions. These stipulations, though unlawfully exacted, complied on part of the Republican officials, who were then locked up in the gaol for the nightie following named persons were among those who surrendered and resigned Twitchell, planter and tax collector of Red River parish, and Deputy United States Postmaster in charge of the Post Office of Couchatta Robert A. Dewees, Supervisor of Registration, De Sotto parish; Clark Holland, merchant and Supervisor Registration, Red River parish W. T.
Howell, parish Attorney and United States Counsel; Frank S. Egerton, Sheriff of River parish; and M. E. Willis, merchant and Justice the of 30th the Peace. On the following morning, Sunday, August, the persons were bound together, two and two, and conducted by an armed guard to the M'Farland plantation, just over the parish land of the Red River, within the boundaries of Bossier Parish, about 40 miles east of Texas There they were set, upon and deliberately murdered in cold blood.
On the night preceding the murder a body of 40 members of the White League of Caddo parish, mounted and armed, left the city of Shreveport, and were seen riding in the direction of the place where the murder was subsequently committed. Their bodies were buried where they fell, without inquest or any formality whatever. QUARANTINE AT QUEENSTOWN. The commercial world at Queenstown and Cork has been considerably discomfited during the past fortnight by the promulgation of an order imposing upon all vessels arriving from Mediterranean and Black Seas the provisions of old Quarantine Act (6 Geo. the cap.
71), which virtually detains ships wishing to communicate with or discharge at Queenstown and Cork until the Customs officers have ascertained that they are provided with a clean bill of health. It may not be known to our readers that the Public Health Act of 1872 does not apply to Ireland, but that in the same year an act was passed by which the powers hitherto exercised by the Privy Council in respect of the public health were transferred to the Local Government Board of Ireland. We are at a loss to understand why the old quarantine laws have been suddenly put into force at this port, unless, indeed, it be in conBequence of the reported existence of the plague at several small towns in the north of Africa and yellow fever in some parts of the West Indies. Anyhow, the proceeding appears to be somewhat irrational, when we consider that the chief port sanitary authorities in England and Wales have already, with the co-operation of the Customs, instituted an which inspection of vessels on arrival from foreign ports, is practically regarded as an efficient substitute for the old quarantine regulations, and will, as we believe, before long, cause the latter to be expunged entirely from the Maritime Acts. In point of fact, when the Public Health Act is fully, initiated in Ireland, and the port sanitary authorities are in fair working order, there is no reason why these authorities should not take the entire sanitary business of shipping into their own hands, and so relieve the Customs officers from a duty really foreign to the province of a fiscal department.
But until port and riparian authorities have marked out exactly and minutely their lines of action, it is plain that they will not be able to walk alone without the aid of the Customs, who have already afforded to medical officers of health, on special occasions, most valuable assistance -The THE LANCASHIRE COAL TRADE. Thursday's Manchester Courier says the anticipations of a strike in West Lancashire, which seems to be now almost inevitable, have caused a somewhat improved tone in the coal trade of this district, business, as a rule, is still quiet, and prices, cept for the better classes of coil, are not what may be termed firm. Inferior descriptions of coal are, if anything, easier, and this is partially to be, accounted for by the stoppage of the mills in the Bolton district, which has thrown an increased quantity of engine fuel upon the market, and burgy and slack are plentiful. In the Manchester district the first and second qualities of house coal are in good demand and firm in price, "but common descriptions, which are not suitable for forges or gas works, and will not bear stacking, are offering at low rates. Burgy and slack are quiet, and stocks are accumulating better qualities are firm, but inferior descriptions are being pushed on the market.
The coke trade is steadier, and prices are now very fairly maintained. coal is also in better demand, and contracts are not so readily placed at prices which were current a month ago. In the West Lancashire colliery district trade continues unsettled in consequence of the pending strike, and although orders are being placed more freely in anticipation of the closing of the pits, trade is not brisk, and except that there is less disposition just now to make concessions prices are not generally stiff. The average pit quotations range about as under Mine coal, 14s. per ton ordinary house coal, to 13s.
seam fuel, about 10s. burgy, 7s. 6d. to 8s. and slack, from 6s.
to 6s. 6d. per ton. So far as the masters are concerned in view of the pending struggle on the wages question there is a very generally expressed determination not only to insist on 15 per cent. reduction, but to refuse arbitration altogether; and in addition to the colliers the wages of all the about the pits are being reduced.
There is still a fortnight to elapse before the notices expire, and no direct intimation has as yet been received by the masters as to the course the men intend to take, but they are looking forward to a strike. The trial of Mr. Edward Herzberg Hartmont and Mr. Leonard David Heyneman, merchants in London, who stand charged, under committal by the Lord Mayor, with having unlawfully conspired a and agreed together by false and fraudulent pretences and representations, to induce Mr.
H. W. Askew, J.P., Consoli- and others, to become shareholders of the Ruby dated Mining Company (Limited), with intent to defraud, has been removed by a writ of certiorari from the Central Criminal Court to the, Court of Queen's Bench. The application was granted on Tuesday at the instance in of the Chambers, defendants on by the Baron ground Amphlet: sitting Judges' magnitude of the transactions in question, and the advantage of having a special jury to try the case.
